add missing TCK tests for ConfigAccessor #65
Description
as @Emily-Jiang noted in PR #62 we need to add test which cover the following features of ConfigAccessor:
- useConverter
- getKey
- getResolvedKey
- getValue(ConfigSnapShot)
- ConfigSource#value changed stuff
