numeric(2, 0) should still result in ()'s being stripped on fn inputs

right now when using a column with `numeric(2,0)` the upsert function retains a `(2)` in the inputs definition:
```sql
CREATE OR REPLACE FUNCTION upsert_...(
...
  in_price numeric(2),
...
)
``` 

what we'd expect is
```sql
CREATE OR REPLACE FUNCTION upsert_...(
...
  in_price numeric,
...
)
```
