Add remote dynamic control capabilities

1. Finish the implementation of the extension that adds remote dynamic control capabilities in upstream contrib repo.

• [Meta] Support external control of some specific agent behaviours dynamically open-telemetry/opentelemetry-java-contrib#2416
• [Dynamic] Add basic Telemetry Policy support to dynamic-control open-telemetry/opentelemetry-java-contrib#2546

2. Use the extension in EDOT Java and replace our central configuration mechanism.
