Add support for dynamically opening and closing shards (disk hot swap)

Right now, LogDevice needs to be restarted whenever a shard gets disabled, in order for the filesystem to unmount. This restart is quite a heavy operation (sequencers move around, recoveries, ...) that can be simplified by stopping and starting the RocksDB instances while running.

This could perhaps be implemented using an Admin command.
