Fix Teku Dashboard Metrics

Issues

The Teku Dashboard for Grafana 9 and 12 has the following datasource problems:

• The Validator Performance tile with "id": 41 does not show any data
• The Local Validators tile with "id": 104 measures inactive keys, but should only show active ones.
• The Validator Counts tile with "id": 71 does not show any data
• The Validators Diagram with "id": 64 does not show any data

Steps

• Update the metrics in the raw-metrics/teku.txt file
• Update the metrics in the templates/lighthouse dashboards based on the teku.txt file
