Send message from Developer Application

Is it possible to send a message using a Developer Application's flow token? When I create a new try to use my DA's flow token to create a new session my application does nothing. I'm unable to search the flows in the organization, and no stream messages come through if I already know the Flow IDs. When I use my personal API token everything works as expected, but I have to send messages from my account, instead of from the Developer API.
