Bug: "Create Subscription Group" dialog hides Submit/Create button when many subscriptions are added

Reproduction steps

0. Click the subscription tab
1. Click the New Group button
2. Write a group name and click continue
3. Select a lot of creators (to my screen more >=13 will do it )
4. Click the Select X creators next button

Actual result

After adding many subscriptions, the dialog content overflows vertically and the Submit/Create button is pushed off-screen and cannot be reached/clicked, preventing the group from being created.

Expected result

The 1Submit/Create button remains visible and clickable while creating a Subscription Group, even after adding many subscriptions (e.g., the modal becomes scrollable or the action button stays pinned at the bottom).
