Fix timezone display on profile page

When logged out, it shows the timezone as UTC+X, where X was originally the UTC offset. However, with the introduction of system timezones, it now shows the ID of the timezone, so it gives numbers like UTC+100. Replace the UTC offset with the timezone and give users an option not to display their timezones publicly.
