Convert rules from actual format to compatible CRS 3.1/dev

Now that basic parsing is working, I will begin using the mapped model in order to output the rules with the order of the CRS 3.1/dev CONTRIBUTING guidelines.

This will help others convert their rules to the format expected by the developers for easy contributing to the project.
