In its current format, FIPS is only enabled by setting the feature during the build time. However, we have a factor
different aspects into this. One is that Gardener, as of now, does not have any strategy to offer FIPS. We need to think about how Gardener might can make Garden Linux with FIPS and if we might think about any way to enable FIPS in different way.
