git-artifacts: drop mingw-w64-i686-git-special case

This package will never need to be built in git-sdk-64 again. Therefore
we no longer need to verify that it builds in the `git-artifacts`
workflow in git-sdk-64. Since I tried to keep the `git-artifacts`
workflow definitions _somewhat_ in sync between git-sdk-64 and
git-sdk3-32, it can be dropped here, too.
