new organization not showing up in owner dropdown list when creating new repository

New organization created.
Creating a repository.
The Owner dropdown list does not show up the newly created organization.

The text below says : "Some organizations may not show up in the dropdown due to a maximum repository count limit."

Is this a bug?

Not a bug. Check the user/org settings

Hello,
both organization and user have this setting set to -1.
So I wonder why the dropdown list didn't show up the newly created organization.
I tested again today. Same behavior. I can't choose the newly created organization when creating a new repository.

The prompt is always there, since Fix creation of Organization repos by Users with max created personal repos (#11183)

If it's not caused by the "limit", then it's caused by "permission" or "visibility".

Or you can try to reproduce it and provide detailed steps.
