Package not visible for public organization

Hello There!

I have this package registry: https://gitea.psi.ch/mx/Jungfraujoch/packages, the packages are visible but not downloadable via the packages site. But when you go to releases you can download the packages.

REQUIRE_SIGNIN_VIEW = false

Please let me know if you need to see any more config parameters
