[Feat]: Sample implementation of Mandates (Verifiable Credentials) Issuing and verification

After going though the sample python app I saw a major link missing and that's the actual issuing and verification
of verifiable credentials according to the W3C Verifiable Credentials Data Model. These would be the components that ensure integrity and security when transferring and updating mandates between agents.

A working implementation or detailed guide on issuance and verification of Verifiable Credentials (Mandates) with specifics around the SD-JSON format and Decentralized identity.

In the discussion of EUDI Wallet technical specifications, the data schema for electronic mandates (eMandate) appears to be defined.
How about extending this schema?
