Combine "Drop a pin" and "Capture location" tasks

"Capture location" can be replaced with a toggle to "Allow manual override" or similar on "Drop a pin" task. "Location threshold" would then make more sense (#2172, google/ground-android#3095).

The same could possibly be done on the "Draw an area" task as well.

Root problem is confusion between the different geolocation tasks.
Currently we have 3 Geolocation task types:

• Capture location (requires GPS)
• Drop a pin
• Draw/walk an area

This proposal is to simplify and combine Capture location and Drop a pin into one task type, with an additional option to allow override the current GPS (i.e. to drag map to a different location). And allow to add this task type multiple times (currently only allows once).

• need a toggle for allowing the manual override in the web interface
• show GPS accuracy on the Drop a pin and Draw area tasks in the app (we already have this on the existing Capture location task)

(There is an existing bug filed to limit the location accuracy to a max threshold - #2172 )

@gino-m In the mocks "capture location" is its own task while "drop a pin" and "draw an area" are options of the task "annotate site on map". Are you proposing that we combine these tasks, or that an option to caption the user's location is built in the drop a pin one?
