Implement CI-safe Maven module-info compilation

- Update CI workflow to separate build and test phases:
  * Build job uses JDK 11 for compilation and module-info generation
  * Test job uses matrix strategy (JDK 8, 11, 17) for runtime testing
  * Artifact sharing between build and test phases
- Centralize module-info compilation configuration in parent pluginManagement:
  * Two-stage compilation: module-info with release=9, base code with Java 8
  * Proper exclusions for module-info.java and super/**/*.java files
  * Eliminates configuration duplication across 4 modules
- Maintain backward compatibility:
  * JDK 8 runtime support preserved
  * Multi-release JAR structure for module-info.class
  * Follows Maven's official module-info design pattern

This resolves JDK 8 compilation failures while enabling full JPMS support
for modern Java versions.
