mypy checks failing for google/cloud/dialogflow_v2beta1 recent librarian generation

There were a couple of failed libraries to generate this this weeks batch: #16161

@parthea tried to regenerate these individually in:

• chore: librarian generate pull request: 20260325T135940Z #16162
• chore: librarian generate pull request: 20260325T140325Z #16163

Both have failed mypy lint checks which are required. Assigning to on-duty
