From #16087, google-resumable-media 2.8.1 was not published to PyPI
From #16193, all packages failed to publish
From #16191, all packages failed to publish
As part of the fix for this issue, we should create a Github action that opens an issue when releases are missing as the issue with google-resumable-media was not detected 2.8.1 until #16188 (comment)
