Improve workflow for validating data to be indexed or search with

Currently there are some functions in utils.R to do this but they aren't great. 

I think it would be useful to use this package to help manage this step: https://cran.r-project.org/web/packages/validate/vignettes/cookbook.html.  Seems really simple to implement and document the rules we come up with.
