Data export:

• fix algorithm for auto building tags to not override PICC data (it has better source data on building designations)
• implement mapshaper clean function to snap buildings to the lines they cross. Too much work inside JOSM to fix these buildings. adjacent buildings are not connected when exporting, due to the inaccuracies inside PICC data they aren't close enough to get merged. related issue : mapshaper
