Publish docker images for ce-dev builds

Would it be possible to begin publishing container images for the ce-dev builds (https://github.com/graalvm/graalvm-ce-dev-builds/releases)? This would facilitate testing containerized native images with the early access builds, ensuring we're prepared for upcoming changes.

In the meantime looks like something useful is at https://hub.docker.com/r/vegardit/graalvm-maven.. however not enough to target wasm, looks like.
