[Issue]: Link services to a required subscription

Currently we have no link between a service and a subscription.
No link in the db schema/architecture and no links allowed in the ui when creating a service.
Some services may or may not be associated with a subscription.

Acceptance Criteria

• Have a link the db between a service and subscription.
• Be able to attach a pre-required subscription to an existing or new service.
• Backfill existing services with the chosen default (like no pre-required subscription)
