NoScript 13.5.2 - Vivaldi browser - Initial browser start with "Temporarily set top-level sites to TRUSTED" and specific webpage won't load correct.

Page needs a "refresh" after startup of the browser. When NoScript is set to disabled it loads fine.

Win10x64/Win11x64
7.7.3851.61 (Official Build) (64-bit)
Set bsky[.]app as default page to load during browser startup, and NoScript to "Temporarily set top-level sites to TRUSTED"

Now close the browser and start it again, the page stay's blank instead of loading as expected.
Try again, the issue reproduces until NoScript extension is disabled.

On one machine it looks like it's hitting some time-out and then forcing a reload of the page, after that the page shows fine.

But on my clean VM with fresh installed Vivaldi and 13.5.2.902 active it behaves a bit different.

Automatic allowing top level sites on Chromium/Manifest V3 involves changing a bunch of volatile declarative network ruquests on the fly. If this happens after the site already started loading, they won't be applied and the default policy is applied (hence the broken site).

On startup, for perceived performance reason, the browser starts loading the active tab from a previous session (most of the time pre-rendered or cached) immediately, before MV3 extensions are loaded and initialized, therefore if we want exception to the static (persistent) DNR rules we need to reload the affected tabs which are not anymore in the "unloaded" state.

The different behavior on the "fresh" VM seems the same as before the patch (no reload). The dns thing is irrelevant, though.

1. Is there any other interesting console message if you click on the "service worker" link on the NoScript care in vivaldi:extensions?
2. Could you please share your NoScript Options>Export file?
