Action panel highlights ring is cut off

Probably some sort of z-index issue, but I couldn't find an obvious way to fix it.

Actually, I don't think this has anything to do with z-index. It can be fixed by removing various overflow* classes on the panel, but I'm not sure what negative effects that might have.
