Add a "cmake-only" tag for faster PRs

We have a tag on the main repo, skip-buildbots that disables all the buildbots for PRs that, eg. only update documentation. We should have a similar one that only enables the cmake bots when only cmake files are changed. No need to run the make bots when the makefiles aren't touched and no code has changed.
