first property in list cannot be chosen as first property #71

Describe the bug
when trying to add the first property to a patient (out of many properties), the first property in the list of properties cannot be chosen bc it is not visible / the list is not scrollable.
Describe how to produce the bug
add multiple properties. go to patient with no properties. add property. attempt to add property that is on top of the list of properties.
