500 Error on PUT call

The Data Curator reported this issue while reverting the dataset status via the ingest-ui. Might be a bug introduced by the recent updates made around the PUT handing.

Fix made via PR #847 addressed the 500 error.

During testing, we also noticed a 400 error from validation:

After further investigation, it turned out the ingest-ui changed the header value recently: hubmapconsortium/ingest-ui@8905542

The solution is to add a new header value to entity-api so no UI updates needed.
