Make the queue smart and agent-actionable.

• Triage: single structured-JSON call (classify bug/feature, labels, severity, summarize) with prompt-injection boundary markers + whitelist + safe defaults
• Dedup: two-stage (cheap retrieval → LLM/embedding confirm); surface duplicate(of=…) not silent merge
• MCP: expose list/get/triage/dedup/create/close via py2mcp, sharing the HTTP router's core functions (SSOT)
