Radar AP Mode to Track peers

Introduce a new AP Flight mode like Cruise or Loiter, but to follow peers shown in iNAV Radar (also through formation flight) so they automatically adjust heading, altitude corresponding to the nearest target. It would not be restricted like loiter so you can move however you want, but after activation of the mode it first gets to a distance maybe 5m away (which should theoretically be in the GPS error zone) and then you could adjust altitude with the normal control behaviour, but it always stays relative to the nearest target. This would allow for a more "safe" experience formation flying but also allows for Long range flying with 2 parties, not just one :D
