Support const_path_field synax

I imagine this syntax isn't used often, but the following syntax is not currently supported by prettier-ruby:

```ruby
::Foo::Bar = self
```

Current Output:

```ruby
{"ast_type":"const_path_field","error":"Unhandled node within astexport.rb: const_path_field"}
    + = self
```
