Support PE file (windows)

Hello, first of all,
congratulations on this compiler, it’s absolutely amazing!

Could you tell me if it is (or will be) possible to create Windows PE files (i.e., .exe files)?

Closed by #445 (merged): Windows PE stub/platform plumbing. Full MSx64 ABI + PE/COFF backend is staged for follow-up PRs.
