Add git_sync TAL event types to activity log enum (#543304)

Registers github_sync_disconnected and github_sync_cleanup_deleted_folder
in the 2.15 activity-log event-type enum, matching the new AppAdminEvents
added in intercom/intercom (see #543304). Should land after the backend
and embercom PRs.
