Deprecate STREAM receipts #600
Description
As discussed in the pre Cape Town Summit meetings, we made the decision to deprecate STREAM receipts, given the fact that we use Open Payments (particularly, the receivedAmount field of an Incoming Payments) to determine whether funds were successfully received.
