Workflow has become out of date

Creating this issue to document various roadblocks encountered when trying to use this in December 2025.

• Was using ubuntu-20.04 which went away earlier this year (see PR Update GitHub Actions runner to ubuntu-latest #5)
• setup-gcloud action has apparently changed significantly since this workflow last got any maintenance. For example service_account_key was deprecated in 2021. But probably other more major issues:

Looks like the flagship covid-19 OEx package had its online demo deployment mechanism significantly re-engineered in 2023 by @evshvarov in evshvarov/covid-19@a522bc1

Perhaps DC posts about technology bonuses such as this one should no longer be pointing us here.
