No wheel file for 5.3.2 on PyPI

The latest release (5.3.2) on PyPI has a source distribution but no corresponding wheel (see https://pypi.org/project/ipykernel/5.3.2/#files vs. https://pypi.org/project/ipykernel/5.3.1/#files). Is this intentional?
