Authentication Configuration: Move or remove "history" section #385

This section was meant to help administrators upgrading from past versions to explain how the configuration changed. These days, it seems to serve mainly as a source of confusion as to how to actually configure authentication in the most recent iRODS versions. We should consider moving or removing the History section such that the salient instructions for configuration are front-and-center in the documentation.
