Refactor OSGi functionality

Currently the functionality for creating OSGi compatible jars (introduced in 
r4482) is duplicated in the following three libs:
- metainfo
- util.collections
- util.smallfries

This must be refactored to a common parent pom, possibly osgi-ppwcode-
ppwcode-library-parent-pom.
