We are using jruby 9.1.6.0 and with using jbundler 0.9.3 bundler itself fails to satisfy all dependencies.
We require jbundler via gem "jbundler".
$ bundle exec jbundler install

Our current workaround is to force gem "jar-dependencies", "0.3.5" before declaring jbundler.
