Ecto 3.0 support

Does this lib support Ecto 3, or are there changes that need to be made? If no changes are necessary, can you relax the dependency requirements?

@abitdodgy I haven't tried it on Ecto 3. Would you be able to give it a try locally and submit a PR to relax it if it works?

@kagux I tried it yesterday. Unfortunately, it does not work and I had to stop using the library for the time being. Ecto deprecated the repo logger configuration from config files, amongst other things. I'm not sure if the telemetry stuff in Phoenix 1.4 is also an issue. There might be an easy fix, but I didn't have time to look into it unfortunately.

I don't know is the project will still be maintained in the future ? It looks great but cannot use it because of this dependency to ecto 2.
