Steps to reproduce

Folia server 1.21.8 and Velocity 3.4.0
Install InteractiveChat and try using [inv] or [ender]

In ChatControl I set Chat_Listener_Priority: LOWEST
and in InteractiveChat

EventPriorities: 
   Commands: HIGH 
   Chat: HIGH 
   Preview: HIGH

Have you tried setting Chat_Listener_Priority: MONITOR and InteractiveChat's priorities to LOWEST?

I have tested and can confirm that this is the issue.

While having Chat_Listener_Priority: LOWEST and InteractiveChat's priorities set to MONITOR, I've got the same error.

After swapping them, it worked again.

So the correct setup is:

ChatControl:
Chat_Listener_Priority: MONITOR

InteractiveChat:

  EventPriorities:
    Commands: LOWEST
    Chat: LOWEST
    Preview: LOWEST
