bug(windows): Firstvoices setup does not correctly install libcef

FirstVoices setup executable does not correctly install libcef the embedded chromium.
Observe that the build.sh in the inst helper folder does not bundle the CEF.

There could be other issues apart from this but that is the first issue to address.
