Bump tough-cookie and web-ext (#62)

Removes [tough-cookie](https://github.com/salesforce/tough-cookie). It's no longer used after updating ancestor dependency [web-ext](https://github.com/mozilla/web-ext). These dependencies need to be updated together.


Removes `tough-cookie`

Updates `web-ext` from 7.11.0 to 8.2.0
