Scrollbar drag scrolls too fast in Scroll Mode

First of all, I like the new Scroll Mode, thanks for adding it!

I noticed that when grabbing and dragging the scrollbar, the content scrolls too fast (looks like double speed).

Also, it’s impossible to grab the scrollbar when Scroll Mode is turned off (on touch devices, works fine on a Mac where Scroll Mode is not available).

I do have an accelerator in there as the speed was too slow for the finger dragging. I will have to see if I can separate the tuning for scrollbar itself in a reliable way. (Ghostty has something similar at least in the macOS version.)

The fix here is non-obvious as it turns out to appear unrelated to any acceleration as it’s the same if I fully disable that. Fun.

Use your judgment on how much effort to put into it, it's a minor issue.
