What this PR does / why we need it:

When the --force-delete-unregistered-nodes argument is enabled, it is unable to delete unresponsive Nodes when the NodePool is at the min number of nodes under cloud providers that do not have the ForceDeleteNodes function implemented. When this happens in OCI, the autoscaler becomes stuck in an error state: could not extract taints from the nodepool: invalid taint spec: , name part must be non-empty. This PR implements ForceDeleteNodes function in order to allow the --force-delete-unregistered-nodes argument to work as intended under OCI.

Hi @matkam. Thanks for your PR.

I'm waiting for a github.com member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.
