Soil moisture/soil temperature

Please add the ability to bring in a stand alone file for soil temperature (F) and soil moisture (%). Thanks!

@crachol -- after some investigation, it appears that this is already implemented. If you include both the NOAA site ID and a filename to weather_file -- it will include whatever variables are in weather_file. However, the catch is that the data have to be in a daily format, and then if the storm spans >1 day, it will take the mean value of those days.

An alternative would be to include these data somewhere else in the pipeline. Let's discuss tomorrow and come up with a plan.
