build: use act as the only local CI/CD tool

- Remove Makefile, build.bat, build.sh, .pre-commit-config.yaml
- Update docs/GITHUB_PAGES_SETUP.md to recommend act only
- act runs the exact GitHub Actions workflow locally via Docker

Local CI/CD: act -j build (100% consistent with GitHub Actions)
