Format documentation is outdated

The format documentation is outdated and its clarity decrease with each update.

Also it is really painful to write the documentation manually as each change must be carefully reviewed and involves a lot of boilerplate.
A doc generator may resolve the issue.

Defining and writing a parser / converter to generate the doc may be tedious and is still not close enough of the actual code so errors in the definition may appear there as well.

Maybe Java Annotation Processing tools may solve the issue but as far as I remember annotations are not very flexible. However it allows to place the documentation annotation alongside the parsing code which is (the best?) solution.
