Parsons problems: Accessibility

I asked one of our accessibility testers to take a look at a parson's problem question.

Unforunately
a) It was not readable by a screenreader
b) It did not seem to support keyboard-only navigation/manipulation.

I suspect this might be due to the underlying library - but thought I should raise the issue.

Yeah, you're right about the underlying library @timlowe and it's not looking hopeful about a fix: SortableJS/Sortable#1951

I guess we need to think about an accessible alternative format that a user can switch to. (I imagine trying to do a Parson's problem with keyboard and screen reader together would be a nightmare anyway!)
