feat(core): add load-balance for Experience Agent #37
Description
Currently, the Experience Agent inserts only one SOP block at a time, but it needs to load a large amount of workspace context and also locks the entire Space. We can add a short waiting time to allow the Experience Agent to process multiple blocks at once.
