Not working

Tried to use this in my workflow, and it's hung at "Dependency graph submission enabled." for almost a half hour at this point:

Thanks for trying it out. I'll take a look at this first thing on Tuesday, unless this is something that's blocking a production system for you, which in that case I'll take a look at my first opportunity.

No rush, it's a hobby project.

I think someone else may have run into a similar issue: microsoft/vcpkg#34939

Also, here is a log with vcpkg install debugging enabled. Interestingly, I don't see "Dependency graph submission enabled." which makes me wonder if it could be a race condition or something:

Edit: Also tried breaking things out to do an explicit bootstrap + dry-run in case that detail matters, but it still hangs on the dry-run step:
